Supposedly no with a journal of lower ranking. but Is the journal top ranked than you can expect in your h-index a number more, and this index is, as far as I know, of high value for the score.
As per my views, indirectly the full text availability matters, More people read or download the full text available papers. It helps in increase the reading numbers and the reading numbers help in increase the RG score

I agree that citations and recommendations play an important role in increasing the R G score. But uploading of full publication can directly help to the readers and your work will reach easily to the readers and hence your work will get more citations and recommendations.
