Having searched quite a bit about heliostat field layout programms i don't think there is currently a free one, with the only exception being CSPsim software.(http://skipper.athost.net/CSPsim.htm)

These scripts, together with the Solstice high-speed ray-tracing softare from Cyril Caliot at CNRS-PROMES, allow for some basic layout design and optimisation of CSP fields. It is not as sophisticated as SolarPILOT, but may be of interest nonetheless, since Solstice allows you to integrate arbitrarily-shaped receivers and is a fully-fledged Monte Carlo ray tracing tool.
