There is terrorist attack in one country. Another country start war-on terror or counter terrorism. In this way, partially or fully capture a handsome piece of land. In this way control all affairs of that country. This seems that terrorism is a game-war strategy.

Every one want to be supreme over others in this world.This is just a strategy to capture or confiscate the resources of the other country and practicing of the Technology (Weapons) by pretending or turbid the water(To make a way plain for war) in this era/case is the blame game of "Terrorism" which labeled over poor and Scientifically deprived society/Country.
But from today on wards the world is getting enter in Fifth generation warfare which is more dangerous than terrorism.highly skilled and expert is required for this war.This means that may be some one fighting with you through Facebook or YouTube or even through your cell phone.
Meanwhile ,When all the Technology fails,in person fight will be start then.

War against terrorism is a policy made by US-led coalition to get their benefits by imposing war on weak nations like Afghanistan, Libya, Iraq, Syria and still growing.
Mr. Nafees Mohammad ,Maybe, because this form is different from rebellion in a country, terrorists are more veiled, sneaking anywhere in secret, communication is not open and confidential. What is being fought for is also unclear, because everyone and all can be targeted, such as computer viruses. Different forms of rebellion that want to seize legitimate government power.
Some consider territorial terrorism like ISIS claimed as the fifth wave of terrorism. So, yes, maybe. Time will tell us.
It's reemerging in different parts and severity depends on surrounding context.
It has been since the Zealots who uprose against the Roman Empire and were able to force the central government to take action. Historically, terrorism has been the weapon of the weak. Therefore, it is not a new tactic. Thank you,
Terrorism is not a tactic,its a open war but it is slightly different from the war in a sense that here the attacking force is mighty powerful and the victims are unprepared and very weak.Either its terrorism of a group or state terrorism in both cases the victims are weak and unprepared common man.
I think terrorism is not a form of war. Of course we can include terrorism as a tool of proxy war.
