Absolutely not. HAU reflects the amount of hemagglutinating viral protein. PFUs and TCID reflects the ability of a virus to grow. If we take a virus and boil it for several minutes, it will die. The number of PFUs will become zero but the number of HAUs will not change. Another example, if we infect cells with high multiplicity of infection, the viral progeny will contain many non-infectious particles. They do agglutinate erythrocytes but cannot replicate and cause CPE. Many HAUs but few PFUs. So these units and values are not interchangeable.
