Nirmal, I suppose it depends on what you mean by 'utilizing'. Do you mean that REDD+ is an opportunity to realize benefit? If so, yes, rather than 'solving' climate change, I have seen it discussed in the context of providing hitherto unrealized opportunities and benefits.

Whether it works that way in practice is, of course, a rich literature in itself.
