Media is definitely not an observer but a key player in agenda setting, whatever it may be. As for conflict situation, I think media majorly tries to play a critical role towards the government and a sensitizing role towards the people, but it sometimes creates chaos too...

Media should certainly take solution oriented approach instead of conflict increasing one. Question is how. What was mentioned by Anam seems more like conflict prevention to me (but I dont know details, of course). Its like the fire.
It is much easier to take precautions preventing fire to start than to extinguish existing fire later.
I think DeGaulle used such approach in preventing of rebellion of the whole Foreign League in Algeria. He simply sent every soldier portable SW radio a few months ahead of his speech. Thus, common soldiers, having heard his message, acted in accordance with direct order of their Supreme Commander and refused to obey their warlike officers.
Anam and Tomy, we all know media has an agenda, nothing they do is public service. Be it Aman ki Asha, a peace initiative or an awareness campaign by Unicef. We must understand the dynamics of media as its not free, its costly and its an industry. It will only work towards a solution approach under governmental or civil pressure or funds by an agency.
Ideally the media should be absolutely disinterested at the level of its structure. Kind of like the Internet is now but under international rather than US ownership. A scale-free network conducive to the spontaneous development of various hubs could then develop. Within that architecture (or ecology) various models of content could exist. The diversity would be maintained by the citizen consumer and one could imagine various 'harmonics" in the system where various paradigms of control could be established if they were needed. But this proposal could only work in practice if the absolute freedom if the structure could be guaranteed and that would mean a far greater commitment to demographic principles than has been seen up to now.
media is mostly a tool at the hands of power holders to disseminate their views and basically worsen the conflicts and chaos if it serves the interest of the ruling junta. it is fraught with egotistic senseless incentives fishing in troubled waters
