This is because this journal is considered a conference proceeding, see also source type at: https://www.scopus.com/sourceid/21100370037. In the Scopus sources list (see enclosed file) you click “Serial Conf. Proc. with profile” at the bottom of the Excel file page, here you see that Materials Today: Proceedings (number 213) is listed.

Though ‘normally’ only 'real' journals are assigned a CiteScore some proceeding titles are as well, also in this case Materials Today: Proceedings is assigned one because all contributions are peer reviewed.

Hope this explains the mystery a bit.
