LINGO is good enough for mathematical modeling and optimization problems, but I personally recommend GAMS (General Algebraic Modeling System).
I prefer to use MATLAB coding than LINGO. There are more flexibility and no limitation of techniques.
There are no limitations either in Solver, it is free and is already installed in your computer
LINGO is not open source. It is a commercial software from LINDO systems. GAMS is a modeling environment for optimization problems, but itself is not a solver. It contains all popular free and open source solvers, and trial versions for others. If you have license for a commercial solver, you can use it in conjunction with GAMS. I personally prefer CPLEX, because that's what I've used for many years.
I have solved hundreds of problems using Solver, an Excel Add-in sin 1993
It is excellent and free, and can handle scenarions up to 200 alternatiives and 100 criteria, i.e., 200 x 100 matrices.
