Is key note article (published in journal) count as research article?

It depends on the type of article. If it is a key note article but still it includes a presentation of a research question and some research methodology, then it could be considered a research paper.
Research journals are meant for publishing original articles; but in some issues, they may include invited review articles or a key not article. Review articles, of course, are treated like review articles from review journals (secondary publication).
As Avishag Gordon mentioned, however, the status of key note article is decided by its contents. If it follows the IMRAD structure, it will be reckoned as a research article. If the keynote article is in the form of a review, then it would get the status of a review article only.
No, as per my knowledge a key note article (published in journal) can not be counted as research article.

There is actual research based on data acquired (collected, analyzed).
And there is research commentary which is not actual research unlress you present new data in the commentary.
Research is presentation of your data.
Commentary is commenting in relationship to data presented elsewhere, even in the same journal.
