It depends on the type of article. If it is a key note article but still it includes a presentation of a research question and some research methodology, then it could be considered a research paper.
Research journals are meant for publishing original articles; but in some issues, they may include invited review articles or a key not article. Review articles, of course, are treated like review articles from review journals (secondary publication).
As Avishag Gordon mentioned, however, the status of key note article is decided by its contents. If it follows the IMRAD structure, it will be reckoned as a research article. If the keynote article is in the form of a review, then it would get the status of a review article only.
