If we look into the history we can see how IF helped some journals in predating many other contemporary and highly competitive journals. Besides, it acts in favour of the majority irrespective of the importance of the work. The more the circulation, the more the citation & IF. I feel that it is not justified to grade journals merely on the basis of impact factor.

Perhaps, it not only depends on the IF. Many other factors have great impact e.g. quality of research, citations, and the way how some one has presented the solutions to the community services and not only for their promotions and getting degree of MS/PhD.
Impact factors are imperfect proxies. Rather look at which bound journals in your departmental libraries have the least dust on them.

Most citation indexes were originally designed for information retrieval, but later they began to be used for obtaining citation details. Many scientists have highlighted the shortcomings of Journal Impact Factor (JIF). JIF applies to those journals that are indexed by Clarivate Analytics’ Journal Citation Reports (JCR). Naturally, journals not covered by JCR will not have an impact factor! Compared to general scientific journals, specialist journals get lesser citations only. Similarly, among specialist journals, some attract several research workers and citations, because of the nature of that discipline. Certain disciplines may have fewer research workers, and the impact factor for journals in such disciplines would be low.
Problems of similar nature are evident with the new Scopus based index from Elsevier, CiteScore. In spite of the problems, right now, we do not have a better system than JIF or CiteScore!
