I read articles that show that GNR may be produced in top-down, bottom-up, or via MWCNT. However, the available material is graphene flakes. Also, Sridhar et al. proposed to synthesize graphene monolayers from graphite. I have 3 questions:
1. Is there any way to produce GNR from graphite or graphene flakes?
2. If not, where could I purchase MWCNT? since it produces high quality GNRs
3. Is it safe to assume that the pencil lead be used as a graphite material, since it may contain impurities?

1. Yes.. its possible to synthesize GNR from graphite.. read this classic paper from Hongjie Dai's group.. DOI: 10.1126/science.1150878
2. MWCNT are pretty common and can be purchased easily.. search in google.
3. Pencil lead is graphite with clay or talc.. and there are some reports on synthesis of FLG from pencil lead.

you can produce GNR from flakes by plasma ashing. There are lots of companies selling MWCNT around the world. I wouldn't use pencil as a source for graphite, you can buy some commercial ones with a higher purity.
is it possible to prepare GNR via simple chemical methods like precipitation, sol-gel and hydro-thermal methods using Graphene nano-flakes?

I think you can, however, random shape of GNR can be produced as you don't have precise control on the shaping conditions.
