A researcher may have to publish a scientific paper in a conference or journal that is not famous to reduce the lack of financial capacity and the inability to wait, especially students who are looking for grants and improve their CV.
Is there a way to transfer the scientific paper to a stronger newspaper in the independent?
Or indirectly, by rewriting the article in another form, or by developing and improving the research method in the future, while preserving the rights of the participants in the research and the original newspaper.
Once a paper is published in a journal, you cannot transfer it to another journal.
However, you could write other articles by focusing on different aspects of the research, but cannot simply rewrite exactly the same article.
Hi Mohamed Adel , in my experience, it depends on the combination of article quality and journal policies. In some cases, when a journal is really, really intereseted in your paper (e.g. when you fit perfectly into an open CfPs, made a super important contribution to your field, and/or there are hardly any other paper proposals from competitors) AND it has previous be only published in a very minor publication (lets say the proceedings of a very small, relatively unknown conference) AND both the editor of the previous and the new publication agree, a reprint (which is explicitely labeled as such) is possible. But that is super rare.
Once the paper is published then it is difficult to republish or transfer to a another journal due to ethical cause.
