No, the hybrid is not a native since it has exotic genes :)

While you already know my opinion, I'll repeat it here. I think, if these two species do not co-occur anywhere but in this country, then their hybrid can be considered native to this place (as the only possible place of its origin).

However, if these species do co-occur within their natural ranges (i.e., outside of the given country), then their hybrid can be expected to occur there as well (but not yet found). Once found within the natural co-occurrence range of the parents (if any), the hybrid is to be also considered native to that place, and not to the country where both of the species are alien.

In my view, such a hybrid should not be considered native since parental species aren't native. Instead, the term "hybrid originated from ... " might be more appropriate.

Reynoutria xbohemica, hybrid of R. japonica and R. sachalinensis, both coming from E Asia, was described from Czechia. It is however regarded invasive kenophyte in Europe...

Hybrids of native and non-native taxa are (and I think should be) also regarded non-native, see example of recently spreading in Europe Solidago xniederederi (S.virgaurea x S. canadensis).

I agree with Eugene Sosnovsky, that even though both parental species are exotic if they have been known only to co-occur in the said country, and the hybrid was first discovered there, then the hybrid should be considered native to the said country.

On the other hand, I disagree with Wojciech Adamowski, that hybrids of native and non-native taxa are also regarded as non-native. Spartina anglica and Spartina x townsendii are considered native to England even though they are hybrids between native S. maritima and introduced American species S. alterniflora.

Hybrid of two non-native species, must be considered non-native. My reason is simple, that the parents were not supposed to be found in the non-native area, then how can you agree their offsprings to be native. If you say that the hybrid is native, then the seeds of normal non-native species occurring in non-native place should be considered native too, which is wrong.

They cannot be considered native as then the genus would suddenly become native to that area as well e.g. Reynoutria, a Far Eastern genus would then suddenly have to be considered a native European genus.
