After preparing the material, XRD analysis will give you some idea whether the XRD pattern is of perovskite type. Reitveld analysis will give more refined informations.
By using some DFT codes you can build and optimized your crystal system to generate the XRD pattern of your system. Furthermore, you can predict the electronic band structure, may be the formation enthalpy and much more.
(1) Try to find the literature data about the phase equilibria in the CsI - CdI2 - BiI3 quasiternary system. If the system is well investigated, and if the phase of interest is unreported, then this phase is likely to be non-existent.
(2) If no results were found in the literature, try to synthesize the phase in outgassed silica ampoule(s), as suggested by Dr Alan F Rawle.

However, I have some doubts about the existence of the perovskite phase CsCdBiI6. In fact, the Bi3+ ion has a lone pair and rarely forms undistorted coordination octahedra. On the other hand, only the experimental work can give a correct answer on your question.
