The graphite reduction potential is around 0.2 vs Li/Li+. But after making half cell, I checked the open circuit potential with multi-meter and it shows me approx. 3.15 multiple time. In this experiment, I have changed my conventional liquid electrolyte with solid polymer electrolyte with few drops of liquid electrolyte as plasticizer. As per my knowledge, the open circuit voltage is negligibly affected by electrolyte. Please correct me if I am wrong
I'm afraid that you are mistaking the reduction potential of graphite with its standard redox potential (E0, the value used for calculating the potential of a half cell). You might want to read the following discussion here on RG:

As far as I know, the best way of estimating the redox potential (not standard, as the standard conditions for graphite are undefined) of graphite would be by using the value found on your multimeter and calculating backwards, based on the redox reaction you assume (or know) to be taking place in the half-cell. While this will not be a general value, it should be a decent estimate for predicting half-cell potentials under similar conditions.
