Yes possible, you have to select material which can stand more than 200°C and resistance as per your need of heat and voltage input.
If I would make such a device, I would find a piece of ceramic as a base, and wind some nichrome wire on it as a heating element; add a thermocouple as a high-temp sensor, and a controller that would turn the heater on and off depending on the temperature. To buy something like that, I would look on Alibaba. In both cases, start with calculating necessary power in Watts, then you will know if a battery is feasible, or if you need to power from a bench supply or even from the mains. Whether you make or buy a heater, the very first question would be - what is the power?
