you can estimate the strain energy released by an earthquake using the formulation given by Wells and Coppersmith, 1994, wave from modelling, InSAR, and GPS measurement.
The time required to accommodate the amount of strain energy can be estimated from the GPS strain rates. but these are only thumb rules not the exact value....
