Of course it is possible to eliminate agrochemical, herbicide, fungicide and pesticide residues from water (fresh water, groundwater, rivers) and food .
This possibility is 100% dependant on the chemical formulas ( content) of each agrochemical material.
Pesticides in general can be divided relatively to two categories .These can be polar and non polar pesticides .The polar pesticides such as most of herbicides and their metabolites ,most metabolites of insecticides and fungicides may be degraded to non toxic metabolites with in short period.They can be easily removed by washing the fruits thoroughly under tap water. They can easily dissolved in running water.However, for these polar pesticides ,waiting periods must taken in consideration .
The non polar pesticides such as most insecticides particularly organochlorines and their metabolites ,and most fungicides and their metabolites will degrade slowly;they are persistent .In running water, you find them down adsorbed to sediments.However ,the best thing is to apply what is written on the label.In other words ,you need not to use the banned ones ,and apply the exact recommended rate and the the most important thing is to take in consideration the waiting periods.
The systemic pesticides will move in the sap of the plant .Washing under tap water is not efficient in removing pesticides residues. The best thing is to apply the waiting periods. Salam and best wishes .
One of the first step is to use less (or no) pesticides and herbicides. In order to remove such noxious compounds from drink water is to use filters of activated charcoal. For fruits contaminated with pesticides peel them before consuming them

It is truly a dream to be free from these polluting elements of water and food, but in today's technologies they are still widely used in almost every ecosystem on our planet.
Possible yes. Reduce world population to under 1,000,000,000. The smaller population needs less food. Grow all food without using any pesticides, Wait 100 to 1000 years to let all molecules of existing pesticides either degrade or get covered.
Alternative, grow food in space (or moon), and do not import pests.
There are more options if this is for one individual, but said individual would have to move far from any place where modern agriculture is practiced. You would then tear down the pristine environment and grow your own food. With this approach I hope you are quickly caught by the police.
There are more options if "pesticide free" is replaced by "below detectable levels" or "below harmful levels".

Actually elimination is not possible. To meet the increasing demand, these stuffs are utilized. But the important point is these should be used in permitted level.
