Yes, in my opinion, it is possible to combine technology and business. Taking into account the current technologies of ecological construction, technologies of renewable energy sources, etc., it is possible to combine such technologies as housing, socio-economic, ecological and smart city policies. Currently, this is possible technologically, while the key problem is mainly financing the development of this type of construction.
Unfortunately, as always with the need to develop new pro-ecological technologies, the key issue is the problem of finding sources of financing. In connection with the above, will sustainable sustainable housing development be developed to solve the problems of limited access to housing for people, low-income families, depends mainly on the financial capabilities of the state and local governments, state finances and awareness of the policy makers from the planned specific policy prosocial and residential as well as pro-ecological.

We could develop fiscal mechanisms to encourage investment in sustainability projects. This will work even if sustainability projects are more expensive as private companies can then recoup on taxes. It will be a win for the Gov which will be looking at sporting a greener image, and a win for the private sector in terms of economic gains.

since the sustainability factor also solves the problems of society and ecosystem. And eco-friendly smart construction technology would be doing the very thing in housing . so in my understanding it can be a part of social housing policy.
Another viewpoint between sustainable development and economic development is the reciprocal benefits upon deploying renewable-based infrastructure at built environments. Particularly, such renewable-based schemes enable the optimization of localized renewable sources (e.g. biomass, solar, tidal, or wind), thus: a) fostering the social acceptability and cohesion of local communities in offering new jobs to them, b) support the autonomous energy production, independently of the mainland energy production, and c) (indirectly) ensuring the feasible environment-friendly construction with the concept of smart city, green building and social and housing policy.
Joining the above discussion I would like to add a few words. In my opinion, the following question: Is it possible to develop and implement sustainable eco-friendly smart technologies as part of social or socio-economic policy? the answer may be positive if the governments of individual countries in subsequent years under international agreements will allocate more and more financial outlays from the public sector funds to the creation and implementation of pro-ecological innovations, i.e. from the state budget.

That seems to be a wishful thinking.
Whenever reasonable ideas are implemented (enforced) within a frame of social or political programs by public institutions, it inevitably ends up with corruption.
Just look at so called "climate politics".
Personally I believe in "common sense" of communities and a balance between current economy and future (long-lasting) comfort of living.
