I think in this case you will need a precise solution from GPS which is achieved via relative or differential positioning. In such a system, a "base" receiver will be fixed at some well surveyed point (its exact location is known ) and another receiver will be attached to the top of the building. Then data logged from both receivers is processed together to find the accurate velocity. Now for the accelerometer, it wont be very useful unless if it was of very high grade (high accuracy). Usually it comes in one unit with Gyroscope sensors which measure the rotational rate which is, I guess, applicable in your application too due to swing effect. The integrated system is well known as GPS/INS integration. I think, some research did a similar work on the CN Tower in Toronto using GPS only.

You can use only the accelerometer to measure the velocity of the vibration. Since the earth position is fixed then you do not need to use GPS for location finding. But you can use it for global time measurement, i,e, as a time reference for all the accelerators.

I thought you are to measure the swing range. I do not know about the vibration but if you wanted to use accelerometers; then, try to select very accurate ones which are certainly more expensive.

Using carrier phase differential, very precise information can be obtained from GPS. and as the phase differential gives you velocity, you don't need the integration part (which is required in accelerator, because it gives acceleration not velocity). However GPS solutions are not produced at very higher rate, so GPS / accelerometer integration is more obvious choice.
