Recently I have gone through a discussion where they showed that under nitrogen deficient conditions the total carbohydrate content of microalgae increases significantly. as per my knowledge it is not possible if we provide the nitrogen deficient conditions simultaneously we have to provide the other carbon source like glucose, sucrose etc then only we can expect the increase in the total carbohydrate content in the algal biomass.
Probably not because organisms would need N to make enzymes that in turn would make CHO.

yes it is likely as during nitrogen shortage the carbon skeleton which would otherwise be used in protein synthesis would shift to carbohydrate, specifically to storage carbohydrates. However cell number would be affected.

I was working almost 20 years back on saccharomyces with similar results but i have not published those results. The easiest way you can find your answer is to grow the algae under nitrogen depletion and actually measure the total carbohydrate as against a control!
Naturally, when N is in short supply, C/N ratio will change in favor of C. However, total biomass production will be adversely affected.

Nitrogen metabolism and photosynthesis processes integrally. Nitrogen starvation limits the photosynthesis by declining the photo pigments, which affects the synthesis of carbohydrate (Geider et al., 1993).

Yes carbohydrate content decreases , but the this condition stimulates the synthesis of lipid as a response to this stress situation. NOW IT IS IMPORTANT EVENT FOR THE BIOFUEL PRODUCTION. HOWEVER, IMPACT OF NITROGEN STARVATION SHOULD BE EXPLORED ON THE TYPE OF FATTY ACID SYNTHESIS .
Yes i agree that lipid content will increase but at the same time there is decrease in the overall algal biomass. In some research studies they have showed that overall biomass also increases which seems doubtfull.
Usually Carbohydrate content increases under growth promoting conditions. Nitrogen starvation induces lipid synthesis.
