Is it possible that in a typical ANS binding assay to proteins, you see an increase in fluorescence intensity but no blue shift in emission maxima?

After adding ANS, I see a 5-6 fold increase in intensity but no blue shift in emission maxima. Could this be from scattering? Or is this also evidence of binding of ANS to hydrophobic patches?
