MAINTENANCE WINDOW IN THE PREVENTIVE OUTAGE DECISIONS

In the most papers regarding Generation Maintenance Scheduling (or Outage Planning) problem, we can see that the authors have assumed the information of 'maintenance window' is available for the decision maker (ISO or GENCO owner) in advance.

But in my opinion, it is not a correct assumption in the competitive electricity markets where GENCOs cannot exactly anticipate their operational hours in order to be ready for the maintenance.

Therefore, can I consider the 'maintenance window' as an unknown input parameter and/or extent it to the whole year without start and end points?

I would greatly appreciate any help.
