It doesn't necessary need to fit in the SV relationship. But If you aimed to develop a sensor based on CQDs having a perfect match would give better results and specifically better Limit of Detection.

I mean it really depends on the application that you want to use your synthesized Nanoparticles for! If the aim is to use them for sensing (metal ions, biological molecules, etc) it would be better if it fit Stern–Volmer relationship. It will give you more accuracy and a better limit of detection. I have developed carbon dot-based probe which required many different optimization steps to perfectly fit with the Stern–Volmer relationship and thus gave us an amazing limit of detection for sensing ferric ions. )if you want to use your NPs in other applications such as drug delivery or energy purposes, I would say it is not necessary for your NPs to be in a perfect fit with Stern–Volmer relationship.
