Usually young people in Lithuania do not have a problem to speak English (and also to run modern technologies). It is more a problem of older generations, for some of them it makes serious difficulties in the labour market, while travelling, and they can not watch TV (English language channels), what directs them only to Lithuanian and Russian languages channels.
For a non-English person, first you learn to read and understand English. It takes time and practice to speak fluently. Here in Canada where immigrants make a large portion of the population, many still speak English with an accent that prevents them to be completely understood. It takes time to speak good English.
