RDE technique in not mandatory but RDE technique is one of the best one to carry out ORR measurement and to get all kinetics parameter, number of electron transfer, diffusion coefficient etc.

If you don't have RDE, you can do simple cyclic voltammetry in oxygen saturated electrolyte (O2 purging condition) and get the kinetic parameter (Tafel analysis) and onset potential for ORR etc.

Can you please suggest any other method to carry out ORR studies?

You can show ORR using cyclic voltammetry and even calculate the parameters but RDE allows you to calculate these paramters without any resistance or diffusion limitation thus more precisely.
