I think it is about time, that someone studied how public administration changed and must change to manage both global market, social media and open boarders.
Take just the following reallife example - someone working as IT-administrator / -consultent can choose where he wants to live, while working for a firm sitting i Seattle. He chose Norway and is himself of German nationality. His girlfriend and mother of their little son, going to kindergarden, lives in Switzerland.
Where does he pay taxes (probably Norway), who is responsible for his welfare (as long as he is officially living in Norway and paying taxes here, Norway), his son has a place in kindergarden in both countries, i.e. Switzerland and Norway. Of course, they will soon have to choose where they want to settle...
Another exampler, also reallife - a consultant with possibility to work wherever she pleases, chooses to live on her boat and is sailing the seven seas, mostly around the equator. Cheap living. As long as she keeps moving and returns a certain number of times to "her" country, she can still count as citizen there, pays taxes there and use social infrastructure should she need to. BUT she is hardly ever spending money there or contributing to the country because she is actually living abroad.
I mean, that, with all these open boarders and with globalization which still makes it easy to outscource economics to "cheap" countries, there will come a time, where both local administration and local politics will loose mandate, will loose the possibility to actually DO something. I believe that NGO are more and more important to achieve something...

In the 21st Century for example, we are living in a digital way of life, almost every aspect of human life requires technology in order to work and have good results. The question is "are the processes and structures of governments nt and other institutions still relevant to this new age?" That is in regards to the administration of services necessary for the needs of the Public.
The focus should be on best methodological approaches to effectively deliver services to the people, strategies to reduce poverty among the people, job creation and ways to address insecurity in the contemporary world.
