Well, the answer is not simple. Clouds are "heat machines", the process of droplet formation involves latent heat release, and later, if evaporated, latent heat consumption or in the case of rain, release some of it to the atmosphere. The answer depends on your model. In some cases, even in high pressure systems, clouds, even shallow ones can be generated orographicly, being displaced to other region and evaporate there, which release heat in one place and consume heat elsewhere.
