I planned to publish my new article in one Russian language journal, but in this case I have much less readers than if publish it in a foreign English language journal. As I understand I should choose only one place to publish. Am I wrong? Is it allowed to publish the same article in two journals if they are in different languages?
When you publish an article in a given journal, this is an acknowledgement that your data and findings are genuine and original. If you think of publishing a second version of the same article in another journal and language, you will not be credited twice for your data and findings, since the second version is simply a translation of the first. I agree with Zouheir. It is better to publish just one version of it (and maybe cite it in your next Works). This is highly frowned upon here in Brazil.

The journal that publishes the second version should acknowledge the first journal. You need to contact the first journal for permission too.

I don't think there is any problem with publishing the same article in two different journals; however, first it should be negotiated with the journals. By publishing the same article in two different journals, wider audience can access the information of the article.
- The republication of articles in foreign language journals is quite common.
- This is only acceptable if the authors make this very clear to the journals involved and clearly reference the first publication.
- The editor should contact the authors’ institution and request an investigation, and inform the authors of his intention to do so.
- Both journals should publish a notice of duplicate publication, preferably at the same time. - The length of the ban should be reconsidered.

Adding on the previous comments, one has to be transparent, as well as, hopefully, adding new value to the article. Mainly, experimental data should not be the case of republication since nothing new would be added. Now, a revision or opinion could be the case. However, not adding new value on is simply a copy paste exercise. If one wants to republish in another language is because one wants other people (of a different language) to have access to that content. Therefore, one should add new value considering the new population one is trying to reach in a different language.
My guess is no, since you'd be disseminating the same scientific results, and you're running the risk of being credited twice for the same study. As someone pointed out earlier, journals ask if the findings have been published (or even submitted) elsewhere, so that they prevent these instances from occuring, although they don't specifically talk about language.
