I would like to say yes, its possible because now a days India is promoting highly interdisciplinary science activity throughout the nation. For u the Steps are

1. qualify GATE with high end rank and score.

2. find institutes (mainly IITs, IISERs, NITs and research labs) where people work in your field of choice.

3. Select a/few guides under whom you will like to pursuit PhD. Approach him/them,try to know in detail as much as possible. Even care for minute overlooked details like how good human he is. Its important as you have to stay there at least 5 yrs. Finalize few of them.

6. Appear for the selection procedure of the institutes. Crack the exam or interview.

7. Be a research scholar under one final guide whom you choose to be best and fulfill your dream.

The journey will definitely be tough but not impossible.

actually the doubt i am getting is soft computing techniques can be applied in various fields of electronics , electrical and their related areas.....so while in PHD do i have to focus into one particular domain like implementing them in Wireless sensor ...or i can just use them in every field like smart grids .vlsi , control ,instrumentation,security.....is it necessary to focus on implementing them only on one field ???

Not only Soft Computing any Algorithm and Program developed by you in any Programming Language is worth Pursuing for Ph. D..

As a Modern Telugu Poet, Sri Sri said,"Aggi Pette,Sabbu Billha,kaadedhi Kavithakanarham"(Match Box or Soap Cake,nothing is unsuitable for Poetry).

Any Topic,any tool,any Application Package is worth to do Research,but,many Universities insist that the Field of Research for Ph. D.should be related to your Basic Discipline.Some encourage or tolerate Inter- disciplinary Research.

Of course Professor Patnaik is also the leader is so many fields e.g. High Performance Computing , Processor & Embedded Technology etc. You can approach him for any suitable guidance. He had supervised the first Ph.D on Genetic Algorithms in India in 1995.

Genetic Algorithm has got application in VLSI design , ANN has been applied in Biomedical Imaging etc. Communication of ACM and Proceedings of IEEE would be specially helpful in literature review. But there is one emerging technology which is really innovative i.e. Compressed Sensing . It is slated to change the digital world in near future. So for a doctoral topic the field is wide open.

Research in Soft Computing is expected to investigate a problem. Usually, this makes it go depth wise. This also helps the research stay updated with the developments and connected with the researchers in that area. There may be some application oriented research that would enable one to apply soft computing techniques and investigate its performance.

ANN applied to analyze imaging is a very interesting area, especially on medical applications.
