It is not appropriate to include unpublished works in a review paper. Generally, a review paper critically or comprehensively emphasizes the works published in the last few years collectively. Unpublished works are not generally peer-reviewed. So, their scientific validity or appropriateness has not yet been examined.
The only condition that makes it okay to include the findings of unpublished works is if the unpublished work has been posted online as a working paper or a conference paper or a PhD thesis. In this circumstance, you will need to cite the unpublished paper and provide the online link to the unpublished paper.
It is better to avoid unpublished data in a review article. However, if it is very urgent to make a clear sense, then quote it as unpublished data/author's own data/personal communication. I agree with the comments of Peterson K. Ozili.
