what advance steps of management can be taken from end of December? Also we can get vaccine at low price if vaccine can be generic by loan pharmaceutical license to meet up demand.

Patents are granted for ten years. Only after that period a generic drug will get approval from the FDA.
However, Covid is such a problem that goverments will try to keep its vaccine cost at a minimal level. And there will be more than one vaccine in the market in free competition. Therefore I do not think that a generic will be necessary.
