I have searched thorough the internet, and found out that the common method used for measuring permittivity tensor of a thin film is ellipsometry, but I found nothing about its being able to measure permeability concurrently. Is it able to do so or I should find another method?

Thank you for providing the link. The paper was helpful, but the thing is all the results provided in the paper are according to simulation. Is there any problem in measuring the absolute amplitudes and phases of the fields?
You are welcome Parinaz. I am not expert in these measurements, however my understanding is that for the determination of permeability, using ellipsometry, performing some calculation is unavoidable.* Consider, for instance, the attached publication by Padilla et al., dealing with some magnetic metamaterials, where the authors determine magnetic permeability by combining their ellipsometry measurements with some computational work (see page 6 of the publication, around Eq. (6)). I think also to remember that in the past I have seen some dedicated measuring apparatus that performs the required theoretical model calculation by itself, relieving the person performing the measurements from performing explicit calculations.

I understood that the method provided in the first paper will be kind of hard from the practical point of view, for it needs to measure absolute value of phases of reflection and transmission coefficients for each of TE and TM incident waves. This is not the issue in the standard ellipsometry because the only phase parameter needed in it is the relative phase between TE and TM reflection coefficients, but it seems that the standard ellipsometry is not able to measure permeability.
