I am very interested in this topic. I've already made in-house comparative analyses for different CESEE countries with OECD and other related data. To my mind, productivity - efficiency - resource intensity - comparative advantage are key factors for economic development or growth, and results are measured by macro indicators. My approach is more strategic and business-related. I know applied economics is extremely important, but theories and models are rather retrospective and way too generalised, while real action plans are required to tackle revealed opportunities. If such approach is also welcomed in your article, I would be happy to collaborate.

I am interested in what I call BIC Syndrome - Bureaucracy, Incompetence and Corruption - that holds back economic growth, erodes competitiveness and discourages foreign investment.

Bureaucracy is well understood and can be measured by such metrics as the Ease of Doing Business survey done annually by the IFC and World Bank.

Corruption is also well understood and can be measured by such metrics as the Perceptions of Corruption survey done annually by Transparency International.

However, I believe that Incompetence is much harder to define and to measure. We all recognize it when we see it, but it takes on many forms. The best example I can think of is perhaps the lack of electrical network capacity in India, which not only makes power unreliable, but hurts productivity and competitiveness, and has the perverse incentive of encouraging businesses to use more expensive diesel powered generators as a back-up, which in turn exacerbates India's budget and current account deficits due to subsidies paid for imported fuel. Not only were 600m people left without power last year, but it is an on-going drain on scarce government revenues that could be better deployed elsewhere.

I think that bureaucracy, incompetence and corruption are related, hence, why I refer to it as BIC Syndrome. They re-enforce one another.

So, would 'efficiency gap' be a proxy for measuring incompetence? I would be interested to hear more. Thank you.

I work on related topics for the Inter-American Development Bank. I think it would be more interesting to try to propose some determinants of the efficiency gap since usually, we Economists are criticized by giving the answer that "it's productivity/efficiency" but never telling what this really is about. It seems to me that is more relevant for policy to determine what is behind the efficiency gaps between the developing world and advanced economies since this gaps seem to play a major role in income per capita gaps (rather than factor accumulation gaps). Tell me what you think.
