Abdun Naqib Jimmy The Principal Investigator is responsible for making decisions about the conduct of a study, including whether or not ethical approval is required. Whether or not ethical approval is required, the great majority of human-participant research needs adequate permission.
It depends, sometimes, on even disciplinary tradition as well as on the requirements of institute/organisation you are affiliated to. To be on safe side, it is better to send the proposal to the Institute Ethics Committee and seek their approval in case of doubt. If the approval is not needed, (for example, when there is no potential risk for the participants involved), the IEC shall let you know and provide you with their consent.
This issues varies quite a bit from one country to another, and even from one organization to another. I suggest you contact your own review board and learn what their standards are.
