I am making the following formulation for oral gavage in mice, 20% PEG 400 + 10% Cremophor + 70% PBS. The solution is viscous and cloudy. Is this normal?

This can happen if Cremophor is not properly dispersed (especially if you are using the RH40 grade). As Cremophor is denser that water, it will be in the down layer.
