Who has to say What to Whom?
This could be specified in the form of a problem/solution matrix A with contents a(i,j):
Who = i, (i = 1, …, I)
Whom = j, (j, …, J)
What = a(i,j) represents the specification/description of a problem (a solution).
Such a matrix A would specify your problem clearly and structured in a distributed format using many files.
