I would rather say "effectiveness of ICT" under such conditions rather than being harmful. If we are relying on mobile communication networks (3g/4g etc.) ICT mediated plans/information might not be pushed to individual users especially on their mobile devices (communication network not available or their batteries might be drained because there will be power outages under such situations). Probably the basic assumption made under such situation would be that there is some sort of communication channel available (may be some adhoc network, satellite communication etc.) for information dissemination and collaboration available to rescue agencies or disaster management agencies but not to general public. Information dissemination through radios may then be a possible solution using public broadcasts by the concerned disaster management agencies.
