I have looked in various papers and I have not found anything that explains why the 3′OH end attacks the 5'-phosphate group after the AMP attached to the 5'-phosphate of one DNA strand.

One source says: "The role of this intermediate is to activate the 5'-phosphate group of one DNA strand, making it more reactive and allowing it to attack the 3'-OH group of another DNA strand".

I would like to understand how to make it more reactive.

Thanks in advance.
