In my country (Iran) this year precipitation has dropped dramatically and there is a severe drought. About 40% of the capacity of the dams has been emptied. Due to the excessive use of groundwater in recent years, groundwater table have dropped sharply and are in critical condition. Urmia Lake is almost have dried. Most rivers that were previously permanent are now seasonal. Given these condition, in the solution of the water crisis, do you think that Is the role of government more or the role of the people?
It has to be both. Large tracts of land may be in Government control, where people have no say. In privately owned lands, the primary responsibility should be of the people, with appropriate policy & encouragement from the Government.
mostly people show irresponsible behavior, when water is available, government and people should react normally

Agree with Emmanuel. Both government and the people should act in their capacity. Government can advise people first to save and reduce water consumption, or maybe give a daily/weekly/monthly quota for every family (enforcement). The people should responds by practicing saving water on daily basis.
Mostly the responsibility of the people. People should codify water use in dry years to sustain groundwater storage. Groundwater levels are not easily dropped without excessive consuming. I can say no fears of this as long as the God is exist.
I think yes, it's a political issue and the government officials should do their duties towards it.
