How will you choose the capacitance value for calculating the dielectric value?
Please give your sample dimensions for C0 (geometric capacitance ) calculation and the measured capacitance and resistance values.

The real part of the electrical modulus can be calculated from the imaginary part of the impedance as M'=omega*Z"*Co where C0 is the geometrical capacitance. (C0= eps0*A/d, where eps0 is the vacuum permittivity, A is the electrode area, d is the thickness of the insulator). Z" can be calculated as 1/(omega*C) where C is the actual capacitance. Therefore M" = (omega*C0)/(omega*C) = C0/C = 1/eps' where eps' is the real part of the permittivity. So it cannot be equal to 1. The only thing you did not specify if the area of the electrode, A.
Something must be wrong with your data. Taking 625 mm2 and 500 nm thickness (which corresponds to 0,5 micrometer or, 0,0005 millimeter) the geometrical capacitance is about 11 microfarad, i.e. the measured value (about 80 pF as you mentioned) should be larger than the geometrical capacitance. Please check.
