For example, in low intensity (10^8 - 10^9 W/cm^2) nanosecond pulsed laser produced Tungsten plasma, we detect maximum ion charge state of 5+ and value of ionization potential to get this charge state is 51.6 ev, then what should be the expected value of plasma temperature ? Either equal or more than value of ionization potential needed to get 5+ charge state of W ion or any fraction of it ? Proper references in this regards would be highly appreciated.

Under your conditions you can observe Z=5 ions in plasma with 10 eV electron temperature. Of course it will be not LTE plasma.

The literature on the subject is quite extensive. There are several fields of interest: laser-induced breakdown spectroscopy (LIBS), laser material processing, extreme ultraviolet (EUV) generation, X-ray lasers, laser particle acceleration, laser ignition (thermonuclear ignition).
