Scholars , in academic institutions, may have the capability to suggest brilliant solutions to existing problems but they do not have the required influence on the politicians to implement these solutions.
The example, you gave, about the rise in petrol prices in a certain country might have been due to several factors among which a "binding" recommendation by the I.M.F to the government of that country. Scholars cannot do anything in such case & they may just hope that their advice is listened to. Of course, hope may not lead to a desired action.
To a large extent what needs to be done is known.The final decision rests with the Government, as taxes & duties on petrol are a major source of revenue for the Government that cannot be rolled back so easily.
