If the concrete beam exposed to static loading in the lab at the rate of loading = .05 mm/sec., how to define this rate accurately in ABAQUS?

By default Abaqus apply displacement and loads with a ramp, so if you want a defined rate of loading you will have to modify the "Time Period" in your "Step" definition. So let's say your total displacement is 0,5 mm, you will have to create a 10s " Step" and apply a 0,5mm displacement in order to have your experimental rate of load.
If your model is static and linear the rate of load shouldn't impact the result.

You can do it by defining a load time history using *AMPLITUDE, by crating a table of load versus time.
If you are doing static analysis, defining the load history is relevant. I suggest you ignore the loading rate in your static analysis, or perform a dynamic analysis then the rate of loading matters. However, remember to include damping and the rate sensitivity in the dynamic analysis.
You rate of loading is not high enough to warrant dynamic analysis. If it was 100 time more, then you should.
In fact it is the rate of loading that dictates the type of your simulation (static or dynamic analysis).
As you mentioned it yourself you have a static problem in hand. Therefore, it is independent of time and the rate of loading will not affect your analysis at all. I believe you should not define amplitude manually, since the experimental testing device is applying load with a linearly ramp pattern too.

As mentioned above, the loading rate doesn't affect the answer in static analysis. in case of dynamic rate sensitive problems,as an alternate, it is also possible to define velocity instead of defining a ramp for displacement. Since in this case, you only need to input your loading rate as a velocity in the velocity filed, it can be more convenient.
