I would say go for "Frequenz" (https://www.degruyter.com/journal/key/FREQ/html) it is Scopus indexed with CiteScore 1.6, indexed in Clarivate’s SCIE (so with impact factor 0.727). Subscription-based so free of costs.

International Journal of Microwave and Optical Technology (IJMOT) (https://www.ijmot.com/ ) ISSN 1553-0396 is Scopus indexed as well (https://www.scopus.com/sourceid/21100200818) with CiteScore 0.9. Open access with rather low APC. However, I see some warning signs:

-Prominently mentioned impact factor is misleading since they are not indexed in SCIE hence no impact factor

-Indexing info mentions ISI (international scientific indexing) which is a notorious misleading metrics often used by predatory journals, see for more info: https://beallslist.net/misleading-metrics/

-Contact info is vague, and I do not entirely trust the editorial board (are all their members really involved?)

-With some trouble one can find their address: INTERNATIONAL ACADEMY OF MICROWAVE AND OPTICAL TECHNOLOGY (IAMOT) Reno, NV 89511, U.S.A. which is incomplete

I would say “Frequenz” and for example “Microwave and Optical Technology Letters” (https://onlinelibrary.wiley.com/journal/10982760) are a safer choice.

In: SCImago https://www.scimagojr.com/ I found 123 hits

In: Clarivate’s Master journal list https://mjl.clarivate.com/ home I found 20 hits

For a final check to see whether the journal info is correct you can use enclosed files for journals indexed in SCIE (with impact factor) and Scopus titles (with CiteScore).
