The best policy to start a program in renewable energy energy:
1- Decide the amount of electricity you want (in Watt) 1 Watt=(1 Volt x 1 Amp.) and
1hp = 745 Watt (approximately).
2- How much you will consume per day? ( the sum of consumption Watt of each
used device).
3- There are many kinds of solar panels (70 Watt, 110 Watt, so on..)
4- According to this data you can decide the needed electricity.
5- the system consists of:
A) Solar panels area
B) Batteries
C) Converters
6- Due to the variance of solar energy through the day:
The solar Panel charge the batteries with D.C current and the out put is taken from the batteries due to the constancy. The converter is used to convert the D.C current to A.C current for different purposes.

According to me, choice of the best policy tool is totally dependent on a couple of sustainability issues:
Without clear information on both being available, I feel it will be premature to start a discussion on the policy tool.

there are several energy policies to develop renewable energies. They are grouped in:
1) Price setting and quantity forcing policies (example: feed-in tariff)
2) Cost reduction policies (financial incentives)
3) Public investment and/or market faciliation activities
However, the case you mention (100% non-renewable electricity system), real or not, is showing an estructural problem: no renewables at all. So, the best policy tool I could recommend at the beginning is evaluating the renewable energy sources that are avaliable in the country/region. That includes maps and databases (hydro, wind, solar, etc.) focused on energy (electricity) applications. Then you could set-up a target, for example 20% of renewable contribution to the system (for the next 20 years) based on one or several energy policies described before.
To support the implementation of a renewable energy policy, you need the following:
1) The energy policy must account for the costs of externalities associated with fossil-based energy sources. For example, there are social costs and human health costs associated with emission of greenhouse gases. In effect, renewable energy sources must benefit from carbon tax credits, government subsides, etc.
2) Encourage investors in renewable energy projects. For example, governments need to provide these investors with loan-guarantees, energy production credits, tax advantages for purchasing and depreciating equipment and hardware to start projects like wind farms, solar photovoltaic (PV), etc.
3) Governments should invest in energy storage technologies to offset the intermittency of solar PV and wind power.
4) Government and industry R&D should invest in breakthrough technologies related to renewable energy sources including bio-liquids, etc.
