If R squared values is exactly equal to 0.95, is that significant or insignificant for Taguchi method in case of Mechanical testing of welded joints? Some authors have reported R square values 99.98% and Adjusted R square value 99.97%??

Your measure of significance is attributed to your considered processing parameters in ensuring the fitness of the model. Is not always suitable to judge the significance of your model using R squared but either t-test or F-test value is suitable. Having a higher value of R-squared as well as significant variables in the model prediction establishes a very significant output of your results. However, you might have a very higher value of R-squared and your processing parameters might be insignificant. These are facts which you have to consider.

Correlation analysis (obtaining R) is not the same t-test (obtaining significance of difference between two groups). In fact, we deal with different statistical tools.

I definitely know that. His R-squared and adjusted R-squared from the question he asked is based on the significance of the model if it's suitable to justify it with that. I only pointed out that the importance of the model can be verified using t-test or F-test. He wasn't referring to the R in correlation analysis. Thanks.

The R squared is not enough to verify your model. I think you should add a confirmation test and compare the results of obtained value with the model and experiment.
