If high longitudinal conductance value (> 10 S) indicates saline water ingress in coastal region, then how it is excellent protective capacity?

High S values in coastal regions indicate saline water intrusion. Also high S values suggest good protective capacity rating. That means infiltration of contaminants will be less. Then how is saline water is infiltrating and contaminating the coastal aquifers?
