Whenever possible, you should read the original work in the original language or an official translation of it. If this is not possible, either because the original document is unavailable to you or because the non-English language is not interpretable to you or anyone whom you could ask for assistance, then you can cite another author's interpretation. You would therefore want to write something like this:

"[Original author] found result X which supports theory Y (as cited in [author whose interpretation you are using])"

You should then include both the original work and the interpretation in your list with references.

Going through the original text abd trying to artive at its neaning is highly recommended whenever possible.If not, one has to rely upon the available foreign text, and then, documentaion as to academic ethics is obligatory.
