I'm not quite sure what you mean by "strategic management system". COBIT 2019 includes a systemic approach and offers a system model for IT governance and IT management. If you are also targeting Management Information System (MIS), COBIT offers a cascading target system with sample metrics that can be used as the basis for an MIS. COBIT 2019 is suitable for adapting the overall model according to the situation, i.e. also for small companies or start-ups. In this respect, I would advise you to examine the COBIT framework for your purposes.
